The public hearing had barely concluded when another young man submitted a memorandum regarding his own issue. The minister accepted the paper but did not immediately discuss its contents. Believing his concern had been overlooked, the complainant then attempted to retrieve the memorandum from the minister.
This action further ignited Minister Kharra's temper. He sternly told the youth that there was “no need for snatching and grabbing,” assuring him that issues would be dealt with one by one. The minister went on to issue a stark warning, stating he would “tear such memorandums and throw them away if necessary.” Following this sharp rebuke, the young man fell silent and patiently awaited his turn.
